State and Trends in Adaptation Report 2024:
Small Island Developing States

S mall Island Developing States are among the least responsible for climate change – yet, they stand to suffer the most in terms of negative impacts. Despite contributing less than one percent of greenhouse gas emissions, small island developing states are highly vulnerable to tropical cyclones, hurricanes, storm surges, and droughts. From 1970 to 2020, these states lost US$153 billion due to weather, climate, and water-related hazards.

As part of our flagship State and Trends in Adaptation (STA) series (STA20, STA21, STA22, STA23), the 2024 edition will provide an integrated overview of climate risks, adaptation action, and financing needs and gaps in small island developing states. Drawing on strategic partnerships, the report will bring together the best knowledge on the science, policy, and practice of climate adaptation in these states.

Open call for Case Studies

We invite organizations working in small island developing states to submit case studies highlighting innovative climate adaptation action with demonstrated results. Our team will select the success stories with the most potential for replication to be featured in the State and Trends in Adaptation Report 2024: Small Island Developing States.

    Youth Voices from Small Island Developing States

    Three members of the GCA CEO’s Youth Advisory Panel will contribute a chapter to the State and Trends in Adaptation Report 2024: Small Island Developing States. The chapter will delve into the challenges faced by young people in small island developing states, good practices from young people taking adaptation actions, and recommendations on how the engagement of young people on climate adaptation can be strengthened in these states. The chapter will be structured around the results of two consultations and one survey gathering input from young people from small island developing states.

    • Section 3: Maps and evaluates institutional adaptation finance commitments and statements.
    • Section 4: Assesses the type and efficacy of financial instruments deployed in practice for adaptation.
    • Section 5: Reviews the challenges and barriers to tracking adaptation finance.
    • Section 6: Presents—for the first time—analysis of the intersection between adaptation finance and humanitarian assistance, including emergency response funding and post-disaster reconstruction funding.

    State and Trends in Adaptation Report 2023

    Though the precise volume of adaptation finance needs remains challenging to calculate, it is clear that current adaptation finance flows are several orders of magnitude below the lower boundary of adaptation cost estimates advanced. Immense collective ambition is required to bridge the gap.

    In 2023, the Global Center on Adaptation (GCA) along with Climate Policy Initiative (CPI) conducted a comprehensive analysis of the global status and trends of adaptation finance, with a deeper analysis of Africa at a regional level, given its heightened adaptation needs and opportunities. This analysis resulted in three reports, which now comprise GCA’s flagship State and Trends in Adaptation 2023 Report (STA23).

    STA23 delivers the most up-to-date analysis of the adaptation funding gap and tracking of adaptation finance flows globally and in Africa while underscoring the importance of a supportive environment (including policies, institutions, and programs) for absorbing finance and implementing the most critical adaptation actions at scale for each country.

    While each report presents a set of analyses and recommendations, they are complementary and show the need to speed up and scale up adaptation actions. This overall report is presented as follows:

    How Adaptation Can Make Africa Safer, Greener and More Prosperous in a Warming World

    State and Trends in Adaptation 2021 combines in-depth analyses, case studies, and viewpoints from those on the frontlines of climate change impacts in Africa. It presents a detailed blueprint for action: offering innovative adaptation and resilience ideas, solutions, and policy recommendations. The results are clear and compelling. Adaptation measures can be enormously cost effective and have the potential to start a positively reinforcing cycle of benefits. As these measures protect people and communities from floods, droughts, and others impacts, they also help lift people out of poverty, reduce hunger and undernourishment, raise incomes and living standards, fight diseases, create jobs, reduce inequality, mitigate the risk of conflicts, and give voice to the most vulnerable. These realizable results, in turn, further increase resilience to climate impacts.

    State and Trends in Adaptation Report 2020

    2021 begins with renewed hope. With vaccines to stem a deadly pandemic. With an unprecedented global effort to repair the economic damage. And with renewed faith in science and the power of collective action to find solutions to global problems.

    We need to hold fast to this spirit of collaboration as we confront an existential threat even bigger than Covid-19: climate change. In 2020, climate impacts continued to multiply, even as funding for climate action adaptation—already vastly short of what is needed—was cut back. Extreme weather events including floods and hurricanes compounded the challenges of responding to the pandemic, proving that our health, economic, and climate emergencies are inextricably linked.
